ΚΑΝΟΝΙΣΜΟΙ OGAE INTERNATIONAL NETWORK

Organisation Générale des Amateurs de l’Eurovision” (OGAE)

Organisation Générale des Amateurs de l’Eurovision” (OGAE) operates as an independent,
non-governmental, non-politic and non-profit organisation. OGAE is a Eurovision Fan Club
Network. The main purposes of the OGAE are establishment of strong relations between the
OGAE National Clubs, promotion of cooperation among the Eurovision Song Contest fans,
promotion of the Eurovision Song Contest, and establishment of strong relations with the EBU
and with national broadcasting companies.

I. OGAE NETWORK

OGAE is constituted by the OGAE National Clubs (OGAE NC), directed by the OGAE
Presidents Board (OGAE PB) and represented by the OGAE International Coordinator
(OGAE IC).

II. OGAE NATIONAL CLUBS

Each OGAE NC (full member club) has the same rights and obligations in harmony with the
limitations stated in the rules for OGAE festivals. Associated clubs have no right to vote; they
collect all information from the OGAE IC, may participate in all OGAE festivals and may join all
discussions.
Each OGAE NC has to act in harmony with the present OGAE Rules and Regulations and
must subscribe to the official OGAE magazine. Each OGAE NC operates independently and
may include in its name the initials of OGAE, provided that the name is not already used by
another OGAE NC.

OGAE NCs respect democratic values. All members of an OGAE NC have to be guaranteed
the same rights no matter what religion, race, sex, sexual orientation.

Each candidate fan club to join OGAE must apply in written form for membership. The
application must be sent to the OGAE IC. After the reception of the application, a preparatory
period which lasts for one year begins. During this period the candidate club is considered as
an observer. It collects all the necessary information from the OGAE IC, may participate in
OGAE festivals and may join all discussions without the right to vote. At the end of the
preparatory period, the candidate club issues a report on its work and transmits it to the
OGAE IC. The report is examined by the OGAE PB that decides about the membership.

III. PRESIDENTS BOARD

OGAE PB is formed by the presidents of the OGAE NC. The OGAE PB elects the OGAE IC,
approves the creation of committees, appoints their members, approves the final reports of
special committees and decides about membership and sanctions.
The ordinary annual OGAE PB meeting is held during the Eurovision week. Extraordinary
meetings have to be held anytime on the demand of the simple majority of the OGAE NCs by
e-mail to the OGAE IC.

Decisions of the OGAE PB are valid only if the majority of the OGAE NCs takes part in the
voting. The majority of votes is required to adopt a decision. Abstention votes have no impact
on building a majority. The present OGAE Rules and Regulations can only be modified by a
two third majority of the OGAE NCs.

Minutes are drawn up by a member of the OGAE PB that is appointed by the OGAE IC. The
minutes are signed up by the OGAE IC.

IV. OGAE INTERNATIONAL COORDINATOR

OGAE IC candidates must be a member of an OGAE NC and must be at least twenty-six years
old on the day of election. The mandate of the OGAE IC starts on July 1st of an unodd year
and ends on June 30th of the next unodd year.

Election Procedure
a) Candidates have to send in their application including their personal information to the
eldest president of the OGAE PB by e-mail 30 days before the final of ESC takes place in an
unodd year.The OGAE NCs have to be informed about the applications in written form at least
14 days ahead of the meeting.
b) The OGAE PB appoints one member to be in charge of the election and two other
members to supervise the election procedure. He/she has to collect and count the votes.
Votes have to be sent to the appointed member before June 15th of the year of the election.
The result of the election has to be declared by the election committee on June 30th of the
year of the election. In case of equality of votes for the candidates, the elder candidate is
elected as the new OGAE IC.
In case of resignation or impeachment for health reasons, the OGAE IC must inform the
OGAE PB about his/her decision by e-mail. The eldest member of the OGAE PB is then
assigned as the temporary OGAE IC until an extraordinary meeting is held. If he/she refuses
the next eldest is assigned instead and so on.

The OGAE IC
a) may propose the creation of committees,
b) informs the OGAE PB about the demand to start a sanction procedure, collects the
defending report and transmits it together with the demanding report to the OGAE PB,
c) prepares the meetings of the OGAE PB; therefore he has to transmit the agenda of the
meetings to the OGAE NC at least 14 days ahead of the meeting,
d) supervises the publishing of the official OGAE magazine, the OGAE festivals and the
ticketing for ESC,
e) guarantees the full service of two websites: members’ web where all members are informed
about ESC and presidents’ web where the OGAE PB members can vote,
f) informs and helps candidate fan clubs to join the OGAE network and evaluates their report
on their work during the preparatory period,
g) represents OGAE in national and international organisations and events.

V. OGAE COMMITTEES

Special Committees
They may be created in order to accomplish a specific mission. The creation of the
committees may be proposed by a member of the OGAE PB or by the OGAE IC whenever a
need for such committees arises. The committees are formed of three or five members,
appointed by the OGAE PB. Voting by e-mail is valid. The committees decide about their
internal rules and regulations independently. The committees prepare a final report after the
accomplishment of their mission.

Dispute Settlement Committee
Whenever two or more OGAE NCs do not agree on a specific issue, a Dispute Settlement
Committee may be created on the demand of three members of the OGAE PB or on the
demand of the OGAE IC. This committee is formed of five members appointed by the OGAE
PB. Voting by e-mail is valid. The committee decides about its internal rules and regulations
independently. The OGAE PB informs the parties to the dispute by e-mail about its decision to
start the dispute settlement procedure. The committee transmits its final report to the OGAE
PB. The OGAE PB then decides.

VI. SANCTIONS

Sanctions against any OGAE NC in breach of the present OGAE Rules and Regulations are
decided by the OGAE PB. The OGAE PB may warn an OGAE NC, may suspend the rights of
membership until a further decision or may cancel the membership of an OGAE NC.

The sanction procedure begins on the demand of the OGAE IC or on the demand of at least
three members of the OGAE PB. Whoever demands a sanction procedure has to send a
written report with the reasons to the OGAE IC. The OGAE IC has to inform the OGAE PB
about the demand within 10 days. On basis of these reasons the OGAE PB has to decide
about the starting procedure.

The accused OGAE NC must be informed about the decision. After receiving the decision, the
accused OGAE NC may lay out his point of view within another 14 days by a written report to
the OGAE IC. The OGAE IC has to send the demanding report together with the defending
report via e-mail to the OGAE PB. The OGAE PB then decides within 60 days after receiving
those reports. Voting by email is allowed.

VII. OGAE FESTIVALS

OGAE organises internal festivals. Rules to respect in these festival-contests are annexed to
the present OGAE Rules and Regulations.

VIII. ENTRY INTO FORCE

Present OGAE Rules and Regulations are to be accepted by the two third majority of the
members of the OGAE PB. These OGAE Rules and Regulations shall enter into force on the
day when the required majority is reached.

APPROVAL: The above text of OGAE Rules and Regulations was prepared by a committee,
created particularly for this task in 2004 by Klaus WORYNA (OGAE Germany), Erkut
EMCIOGLU (OGAE Turkey), Martti IMMONEN (OGAE Finland) and Stéphane CHIFFRE
(OGAE France), and voted as a whole during the Annual Meeting of the OGAE Club
Presidents on 20th of May 2005 in Kyiv, Ukraine and accepted by all the attendant club
representatives, which, in total, meet more than the two third majority of all the clubs in the
network. Thus, these rules and regulations apply to all the clubs that are part of the OGAE
network, regardless of their statues.
